The Spanish government has approved the law implementing the
European Union's directive on packaging and packaging waste. Under
the law, by 2001 at least 25% of packaging waste must be recycled
and another 25% must be incinerated for energy recovery. The law
is still subject to parliamentary approval, which could come by
the end of the year. A commission will make recommendations on a
possible reduction in polyvinyl chloride use one year after the
law has been introduced.
