I didn't read this report, however, the company which operates this
facility in Italy is well known and infamous Thermoselect. From its very
beginning it has caused several corruption scandals in Italy, Switzerland
and Germany
where it tried to sell its "miraculous" machine - as yet without success.

Thermoselect has many times violated Italian environment-protection
regulations, e.g. by illegal storage of toxic waste on its ground and
emitting from its incinerator to water amounts of pollutants that exceed
permitted limits. The company has frequently acted without required permits
or bribed officials to obtain concessions. In 1992 five members of the
Thermoselect 
Board were sentenced to 3-11 months imprisonment for violation of law.
Lately the Italian Public Prosecutor has commenced an investigation into law
offence committed by the management of Thermoselect.

Now, Thermoselect wants to have an incinerator in Poland, to burn 150.000
tonnes of waste
annually, of which half is hazardous - to make this business profitable. 
The problem is that this facility wasn't designed to nor it has ever been
tested to burn hazwaste...
