PCB waste imports

NAFTA allows PCB wastes to be imported/exported among the US, Canada, &
Mexico for incineration. A "Draft Regional Action Plan" has been produced by
NAFTA's Commission for Environmental Cooperation and its PCB Task Force.  The
plan codifies how PCB wastes will be handled internationally.  Current plans
call for additional PCB incineration capacity to be permitted in Houston, TX
for this purpose.
