A new report released by the Alliance for Environmental Technology
(AET) documents a decline of more than 50 percent in fish consumption
advisories for dioxin downstream of U.S. pulp mills.  This study
credits the decline, in most cases, to the substitution of chlorine
dioxide for chlorine gas in the first stage of chemical pulp
