Would that that were entirely true.  In fact much of the reason 
the oil caused the problems was because it was sprayed on a horse 
track and 25 other sites, including Times Beach.  The EPA 
and Syntex Agribusiness (one responsible party) chose to 
construct an incinerator to burn the soil from all the sites, 
where it was still, decades later, contaminated with dioxin.  The 
incinerator, by the way, has had problems, as previous postings 
to this list have described in detail.
