The EPA has an excellent report on emissions from landfill fires and 
flares titled: 

"Air Emissions from Municipal Solid Waste Landfils  - Background 
INformation for Proposed Standards and Guidelines.  However, make sure 
that you look for the Draft EIS version of the report, because all of the 
really useful information was taken out of the Final EIS. We are trying 
to obtain a copy of the draft copy, and if successful, I will notify 
you.  Maybe you will have better luck locating it.
