New Dioxin limits for incinerators

w5The United States Environmental Protection Agency (EPA) has proposed a new rule that would place various performance standards on hazardous waste incinerators, cement kilns that burn hazardous waste and lightweight aggregate kilns.  Among the performance standards is a .2 ng TEQ/dscm.  TEQ stands for Toxic equivalents which is a system by which the various dioxins and furans are converted into a single unit based on their relative toxicity.  DSCM stands for dry standard cubic meter.  Considering that EPA's 1994 Dioxin Reassessment told us the average person in the U.S. already has an unacceptable body burden of dioxin, the .2 ng TEQ/dscm would seem to be totally unacceptable.
	This proposed rule was actually being pushed by the hazardous waste incinerator trade association.  The haz waste incinerator folks have felt that they were being treated unfairly because cement kilns burning haz waste have less stringent standards.
	EPA is taking comments on the proposed rule until June 18, 1996.  The proposed rule can be found in the April 19, 1996 federal register at 61 FR 17358.  The proposed rule also contains information about how to submit comments.  The supporting documents can be ordered by calling (703) 603-9230.  The docket number is F 96-RCS-FFFFF.
