using dioxin-contaminated soils as building material



I am writing to ask for some help in dealing with a proposal to take
dioxin-contaminated soils, dredged from the bottom of Newark Bay, mix it with
concrete, and use it in construction of a shopping mall in Elizabeth, New
Jersey. Those folks who are against leaving it in the ocean, or dumping it in
the ocean because concentrations of dioxin are too high according to
regulation to allow for ocean dumping, are convinced that it poses no health
or environmental risk if bound up in concrete. We have made some arguments
against this practice -- the city of Elizabeth is dedicated to fighting this
proposal -- but we could use some help in building the case against it. Any
ideas?
