Actually, EPA has combined several datatbases that can give you that 
kind of information.  It's called LandView II.  They have developed 11 
disks on CD ROM that map Toxic Release Inventory data, 1990 population 
and housing census data, TIGER Lines (roads, railroads) and several 
other databases, including superfund sites, permit compliance systems, 
and air pollution databases.  You can identify an area and find out 
what pollution sites are there.  It is pretty amazing, and also pretty 
expensive.  I do not know if it is already on the web and accessible, 
but can ask around my office for more information.
