My first thought is that the chemical conditions are not at all correct for
dioxin formation in chlorinated rinking water. Of course this does not
prevent dioxin contamination before chlorination in public water supplies.
Also, actual dioxin concentrations can easily exceed predicted solubilities
since dioxins and similar compounds can attach themselves to organic chemical
containing particles such as humic or fulvic acids which are found naturally
in many surface waters.
