Water Chlorination

We have had several requests lately for information on whether dioxin is 
a threat in chlorinated drinking water.  Considering that dioxin is an 
organochlorine, it doesn't seem that it would be sufficiently soluble in 
water to pose a threat.  Does anyone have any ideas or data on the 
possibility of dioxin formation in chlorinated drinking water?  Thanks.
