It seems that the relatively low temperatures required for the technology you
discuss would chemically favor the production of chlorinated polynuclear
aromatic compounds, including dioxins and furans.

In addition the capture of heavy metals in the cement kiln process is not
assured, in fact it may be quite inefficient.  

It is my guess that most community groups I have worked with would prefer a
more straightforward recycling approach to the technology you have described.
