If you read most consent forms you will find there is a clause that
permits them to send information to MIB.  MIB has been THE clearinghouse
for medical insurance companies to track "problem" customers and to
help a company screen out such a problem customer.  The phrase
is usually permission to share information with other medical insurers
and providers.  MIB becomes an authorized middleman in the process.
