     MIB gets it from me?  I don't recall every giving them anything.  
Someone said they have records on 15 million persons.  15 million consents?
Why would anyone give them the consent in the first place?

      do they get consent from you when you give an insurance company 
consent to look at your records?  What then?  The insurance company 
"owns" the records, and gives them to MIB?  Or does my insurance company 
just say, here sign this MIB form?
