MIB is not covered by any of the federal bills.  Disclosures to MIB are 
with the consent of the record subject.  You are free to give your 
medical information to MIB, a neighbor, or the New York Times.  And you 
are free to set the conditions under which you make the disclosure.  The 
bill mostly regulates those who get information without your consent.
