Proposed WV pulp and paper mil

The West Virginia Division of Environmental Protection will rewrite the 
permit for a massive new pulp mill on the Ohio River to allow zero 
discharge of dioxin.  The previous permit was about to be taken to court 
on the grounds that it was too lenient and did not protect human health
