Here in Bloomington, Indiana, home of the world's largest collection of 
pcbs, we have looked into many alternative technologies. (The method 
proposed by Westinghouse and the EPA was burning in a garbage-fueled(!)
toxic waste incinerator).  I think the consenus of the activists who have
worked on this issue for the past ten years can be summerized in two 
words: Vault It!

The technologies for dealing with these substances are still evolving,
and we should not jump into half-baked solutions.  The polluters should
pay for concrete, monitered vaults until safe and sane disposal methods
are well developed and fully tested. Landfills are not safe or permenant,
and as you point out they are just moving the problem to someone else's
backyard.
